The activity focused on the shift from the old procurement law (RA 9184) to the new one (RA 12009). It aimed to help participants adjust to the changes and apply uniform processes in procurement activities.
ย
Topics discussed during the training included the key changes in procurement rules, proper planning and preparation of Project Procurement Management Plans (PPMPs) and Purchase Requests (PRs), and the importance of having clear specifications, accurate costing, and complete documentation. Participants also learned about common procurement issues and how to avoid legal risks. The sessions emphasized the need for strong teamwork and coordination among end users, budget officers, and procurement personnel to ensure smooth and compliant procurement processes.
ย
The training helped improve the participantsโ€™ understanding of proper procurement processes and encouraged better cooperation between end users, budget officers, and procurement teams.
ย
With their newly gained knowledge, NOMCAARRD staff are now better equipped to carry out procurement activities in line with the new law.
